at the risk of being 'wrong', I learned from a very good reed maker to soak a piece of cane (shaped, folded) in about 1-2 inches of room-temperature water (like, in a bowl) until it sinks to the bottom when tapped (and NO longer).
The amount of time will change depending on the density of the cane, the weather/dryness of the climate, and other factors, but it's always seemed to work quite well for me: my reeds seal well and hardly ever split when I'm tying them. (maybe one of every 60-70?)
