Rachel,
I feel certain that there is an instrument repair shop in or near Champaign-Urbana, although I have never used any shop there. You can seek advice about this once you arrive.
If you are willing to send your instrument off to an oboe specialist, here are three sources that I can recommend (two from personal experience, one by reputation}.
I am very satisfied with the extensive work I recently had done by Bruce McCall at Rush's in Knoxville, TN. http://www.rushsmusic.com/repair.htm Bruce is also highly regarded by Amy Hinson, who writes the "Oboes for Idgets" web site http://www.oboesforidgets.com/links.htm.
I picked Bruce because I really liked his oboe-adjustment guide, "An Essential Guide to Adjusting Your Oboe," available here http://webreeds.com/wrstore/index.php?main_page=product_info&cPath=68_69&products_id=591 Bruce was the one who figured out I had a leak in the tone-hole insert that was causing it to water up for no apparent reason.
I can also suggest Jason Onks http://www.onkswoodwindspecialist.com/Jason.html Jason does a lot of work for Hannah Selznick, who many of us know from her wonderful oboe-locating business, Hannah's Oboes http://www.hannahsoboes.com/ (a sponsor of this board).
Finally, the one name I have heard recommended over and over again through the years is Carlos Coelho, in Indianapolis, IN. http://www.carlosoboe.com/. I have not dealt with him personally, but he is always on everyone's short list.
Hope things have gone better today as far as the gurgling burbling notes.
