Just off the top of my head, I would think the "Concert" designation is intended to help players of transposing instruments know in what key they ought to play.
For example, if your director tells the ensemble to simply play a "Bb" scale, you would have a mishmash of C, Bb, Eb, and F instruments starting on their *own* Bb, which, of course, is not the same as the other guy's Bb.
So, the director says "Concert Bb," and all players know that they are to play the scale that, transposed on their instrument, would be the equivalent of Bb on a non-transposing (C) instrument.
Clarinets and trumpets, for example, play "Concert Bb" as a C scale on their instruments, while oboes and flutes play Bb.
