One of the mysteries of music!
The term "concert" , I would believe, is a concert band/marching band invention. It's really impossible to verify its origins, though it would make sense to say that, as marching bands started to form (thanks to good ol' Sousa) it was not always guaranteed that there would be many players to fill such a band - the better paying, and less physically exhausting jobs (well, to a certain extent) were to be found in the orchestras. It would have then been imperative that a band member would be able to play all the saxophones, or all the clarinets, trumpets..etc. To make things more practical for the player, the music of all instruments of a family would be written to have the same range, though their sounding ranges would be different. This allows them to learn one technique, instead of four.
So, to provide some sort of cohesion in a concert/marching band rehearsals, the conductor might use the term Concert Bb in order to save time explaining keys.
