if covering the G properly isn't the problem (although it seems it may be) perhaps double check to ensure the two links, at the back, between top & middle joint are connected properly, sometimes if the joint's freshly greased and the instrument's really warm they slide out of alignment (those beginners grip their instruments harder than necessary!) so that LEb key can't be pressed down far enough to open the vent lower down, instead the key could be jammed on the G# fitting

sorry, don't recall your oboe, do you have a full conservatory oboe with the split D ring? If you have the split ring, right 3rd has to cover & press this mechanism completely 'in the centre' to get REb OK, but a slightly off placement R3 would release the ring mechanism ever so slightly and REb wouldn't function properly -- even if you don't have split ring, the D must be fully closed to get a good Eb (as i'm sure you know already)

i'm unclear -- when you say your finger-joints lock up, are you saying you're 'double-jointed' that is, the joints bend inwards and won't stay in a curved out position?
