I used to have this same problem, and I have two possible solutions for you to try.

1. Try putting a small peice of electrical tape in the bell of your oboe. Maybe 1 to 2 inches long just along the very bottom inside of the bell ( I hope that makes sense). This should raise the pitch of all your lower notes without drastically affecting the rest of the oboe.

2. Consider buying or trying another bell. You would be amazed at the difference that little thing can make!
