What you described sounds extreme to me.

But we frequently take out the knife to dust a little off the plateau or somtimes make a teeny tiny clip to the tip during rehearsals and performances.

You oboist should have had another couple of reeds ready to play...... especially as principal. Sounds like lack of preparation or maybe inexperience. Or maybe just a horrible reed crisis. Who knows? But no, that is not the usual behavior.

And you asked do some oboists take this stuff too far? Of course - just like any extreme person taking anything too far. After all we are human. Sort of :-)
