Though in the UK and Europe it can be observed in orchestras that some top players do play with the oboe held very much downwards, so it's not confined to a specific area of the world.
It was the angle of the reed which I found alarming - the principal player did have his head held up, but with the oboe held close and the reed was pointing down.
I always catch the music stand with my bell when playing as I tend to hold the oboe high. Though if I do drop the angle (if in a tight space), my head follows so the reed is still at the same angle in my mouth.
There's a comparison between Tabuteau's and Goosens' playing angles in an excellent book called 'The Oboe' (though I can't find my copy right now) - it shows a photo of Tabuteau sat upright but holding the oboe downwards while Goosens played with the oboe held up, with the reed entering his mouth almost at a right angle.
