The reed makers you are using make pretty reliable reeds. Try jumping down a reed strength, low range gets easier than high range with a softer reed (in general). If not, then maybe you need to send your oboe in for adjustment, especially if it's been awhile.

You may also not be soaking a reed long enough and the weather could be drying your reeds out faster than you realize. Dried out reeds will not respond as well as they could.

If you're not biting with teeth (hope not) and are pulling in the sides of your embouchure... if you have well developed embouchure muscles it is possible that you are squeezing the heck out of the reed from the sides and you may want to balance you embouchure by not having the lips as drawn in.

Try warming up with a crow. Lips on string/off reed, blow softly to get a straight tone, push it for a raucous tone, then push it again to get a loud straight tone... and back and forth making sure the tone is good and easily supported. Stick reed in oboe and see if that helped to break in the reed for you.

I find crowing really helpful with breaking in reeds and as a good pre-warmup.
