My teacher taught me how to do this, and it is quite easy. You do need the special tool, however. You just take off the key, and then insert the points of the tool into the indentations on the plate that hold the vent into the instrument. Give it a turn, and it comes right out. You can then clean it, clean the hole, etc.
My teacher also does not use any sealing medium (beeswax, etc.) when replacing the vent -- she says it is not necessary, and can create more problems than it solves. I have to take her word for it, but I have twice removed and replaced my octave vent without any sealant, and it works just fine.
