I believe that is precisely the reason.

It much behooves you to get a reed that is entirely too strong and adjust it down (a skill set that every single one of us should possess at least a MODICUM of) as opposed to getting a reed that is too soft and mushy out of the box. With the too-strong reeds, you can truly customize it to your exact specs...with the mushy ones, you get what, one, maybe two good clips to try to toughen it up a bit before you get on the expressway to Horribly Out Of Tune Land. (In other words, you can take the extra wood off if there's too much, but you can't conjure it out of thin air and put it on if it ain't there!)

I think that if you surveyed oboists who purchase their reeds in lieu of making them from scratch, almost everyone will say that the reeds they buy need some adjustment to become free-blowing.
