 Sharpening a wedge knife

I recently got a cheap $20 Forrests wedge knife to do the dirty work on my reeds. It was very sharp when I got it, catches on my fingernail easily.

I wasn't thinking and sharpened it on a fine India using the same method I use for my DHG knives. Now it's not very sharp and likes to rip the cane off from my reeds.

Any advice? None of my books cover sharpening wedge knives and couldn't find any information online.

Also, what exactly is knife "chatter?"
