While the sharpener you are talking about would create a sharp edge, I would imagine that it would not create a burr... You should use a stone as well to create a burr.
As you may have seen, Mr. Roy used a stone after using that sharpener.
If you're interested, I think Pierre Roy's channel has another video on creating a burr.
