no, the brittleness is evident as an obvious state of extreme dryness BEFORE soaking. I could also fault my local climate (very dry).
I think I would tend to soak a bit longer to avoid UNDER soaking in this case.
I'm not sure it's a 'general rule' that older reeds need more soaking, but this SEEMS to be true in my experience.
If one thinks about other fibers in nature (i.e. 'dried flowers' at the local crafts store) it would make sense that drier fibers would tend to break more easily. Also that they shrink away from each other in a matrix, which in oboe cane could mean a split. So maybe I'm soaking longer to prevent such a thing.
