It is a wonderful program, Mary. I love teaching for it, I get paid and treated as though I am a true school-based teacher (well, I am fully qualified), but get to teach like woodwinds in small groups all day at lots of different schools. Some of these kids would never have had the opportunity to learn if it wasn't free. They can also hire a decent instrument for a tiny sum ($100) per year from the government.
It is unique, and every time I hear stories about what other places don't have, I always remind my colleagues of how lucky we are. Of course, it is open to abuse, and sometimes parents don't appreciate as much something they haven't directly paid for, but overall, it is great.
