This is the advantage thumbplate and dual system oboes have over conservatoire systems in that the top joint Bb and C pads are open until the thumb presses the thumbplate. The Bb and C toneholes will also remain open while the instrument is in its case so allowing any water to dry out.
Fossati supply some of their oboes with specially shaped tenon caps with flared ends that raise the linkage (the 'con bar') to keep the Bb and C pads open while the top joint is sitting in its case: http://www.fossati-paris.com/innovations.php?ref=couvretenon
