I don't know about Israel, actually I don't know about the U.S. either, actually I only know about what I have seen in Quebec and Ontario (Canada), but this has been in muticultural, multi-class settings and not only in music either.
I'm sure similar complaints are echoed in Europe, Asia (near and far) and all over the world, but everyone I know who has traveled extensively says the same thing: in North-America, our sense of respect focusses on the satisfaction of the individual rather than the group.
We have historical reasons to justify this and they are valid (though we do have to admit that commerce is capitalizing greatly and boosting marketting efforts on those principles!). Any extreme or imbalance is always wrong and disruptive. As a teacher, I was forbidden to enforce memorization because not every child has that ability... well you don't learn French grammar by absorption over time!
I think, not everywhere, but in many places the "me-first" attitude is robbing the individual of the wealth of happiness that proper conduct in a group setting can provide.
How is this fixed? Gumped if I know! I would just apply military expectations and communication styles.... this would be sure to cause a mess!!! Bit I have seen MANY people instinctively foster good group behaviour and I say Kudos to them!
