You raise an interesting point. That being community orchestras. Its in those that I have witnessed the all-time worst time-wasting behaviors.
Here in Colorado I have played with 5 different community orchestras, and 4 of them approached pro levels of discipline and musical quality.
The 5th I was principal oboe in for 1 1/2 years... until one violinist brought her crying baby to a concert and as she later explained did not have her husband remove it because that would have deprived the baby of the concert experience.
That was the last time I played with that group. Just the last straw in a bad situation.
The differences with the others are clear. The conductors set the behavioral expectation and enforced it on the rare occasions people were not focused and disruptive. There were plenty of social settings, mid-rehearsel breaks, post concert gatherings to satisfy the conversational needs as well.
Maybe I got lucky, but from elementary school through Junior High and High School bands, youth orchestras, an Army band and them conservatory studies these poor behaviors were managed effectively and early. Early is the key.
The rudeness must stop. One person wasting 1 minute of 60 people's time... its an hour of lost productivity.
