Fixing sticking pads & clicking keys are basic things that a repairer does & in many case scan be achieved quite cheaply. You do not necessarily need a major overhaul just because of these faults. Any instrument needs this attention every so often.
Maybe before making a decision you should try to arrange for an estimate from a good oboe repairer.
