It's an extra low C touch that looks like it can be over-ridden by the RH Eb key. Pressing it closes the low C key, but pressing the RH Eb while the thumb key is held down will allow the C key to open again as there's a needle spring clutch connecting both parts of the mechanism together (the C key is on a pinned steel like the C# key with a seperate middle section).
Obviously it hasn't had many followers.
Cabart were innovative with their mechanisms and some instruments had a special mechanism for the Eb key fitted to the Eb pad cup (it was doubled) so you could rock/slide from the RH Eb onto the C key and the Eb pad automatically closed along with the C key while the RH Eb key was still being held down. Modern oboes won't allow that at all, only when holding the LH Eb key down can you close the Eb pad with the low C key on current instruments.
