Different publishers do it in different ways. I am currently involved with an appraisal of an orchestral library, and so have of necessity become particularly familiar with the Kalmus catalog. Kalmus will have score prices separate from the prices for parts for most, but not all scores. (The parts can be purchased as a set, with 4 vlnI, 4 vlnII, 3 vla, 2 celli, 2 bass, plus the required no-string parts), or individually. A few scores are sold as part of the set with parts ( they call it "Set C": 7vlnI, 7 vlnII, 4 viola, 4 celli, 4 bass, plus whatever non-string instruments are involved), and a few are sold in a Set which involves a specific number of strings (such as the Brandenberg concerti) plus required winds; but in most of those cases the score is also sold separately. When the score is sold separately, it can range from $10 to many hundreds of dollars. I have a hard copy of the Kalmus Orchesta Catalog 2008-9 as a source. Ask your orchestra to order a copy (its free) for your joint reference. Note that works published from 1923 on are now under copyright protection in the US and cannot be sold by the publishers, but only rented here. Other countries may have different copyright protection coverage. If you run across an enticing score and/or complete parts for sale (probably used) which are under that time frame of copyright protection, it is invaluable, and I would snap it up for you orchestra. There was a period of time when some of that music was not under US copyright protection and was published for sale; the copyright law then was revised to extend the time frame for protection and that music went back under copyright protection. But if you are missing a significant instrumental part from such music in your possession, the set is worthless as you cannot rent just that part.
