In my copy of the 2008-9 Kalmus catalog, both arrangements (one is the "critical edition", one and arrangement by Seiffert) call for 3 oboes in the Fireworks music. kalmus and Luck's are the publishers often used in the US by orchestras, for convenience and cost. I would look at the Kalmus critical edition. The oboe parts are $4 each. They also have a 'critical edition' of the Water music, with each of the two oboe parts at $7 ea.
