The bell won't be long enough for a good Bb (and German oboes mostly only went to low B), so the bell vent trues up the pitch and equalises the tone quality of the low B otherwise it'll be slightly flat and 'blary' (which is why a lot of cors are fitted with a bell vent nowadays).

Block the vent holes to see what the pitch and tone is like when you play low B.
