Chris's comment was enlightening to me as to why the bell was shorter (because it doesn't sound the low b-flat, if I understood him correctly,) but I'm curious as to why the Kohlert bell even bothers to have a tone-hole at all (and not a key to cover it) unless its just for intonation.
As I mentioned before, a clarinet player opined when he first saw the oboe that the low open tone-hole on the bell of this Kohlert was designed to be covered by a knee if needed (or maybe by the second oboe, with a spare finger?!)
