I guess it is just available by osmosis from reading a lot of music. There is probably a publishers' standard somewhere, which may differ from country to country, not to mention publisher to publisher. As there is inconsistency in practice, it is best to see how the conductor's score, or some other instrumentalist's part, is numbered for the particular work. For other things, like terminology and symbols, in addition to the standard tomes such as Groves, there is a handy, and portable, "Pocket Music Dictionary" published by the Hal Leonard Corp.
