If the conductor requests it, the orchestra librarian puts in the numbers at the beginning of each line. Otherwise we use the rehearsal letters or numbers printed. Occasionally the conductor will add, e.g., "A-1" inbetween A and B. In a community orchestra it would probably fall on the individual musician to tell the conductor that not all the parts are numbered, and to themselves number them before the next rehearsal if the conductor wants to use numbers. When I have a long rest to count, I divide the rest into parts which reflect the musical phrases, and put in numbers occasionally at those subdivisions so that I can quickly compute where we are in rehearsal when the conductor wants to start in the middle of a rest.
