I think the "left-hand F" is intended to be an alternative to the forked F.
Since I came to oboe playing from the clarinet, I never had any difficulty at all learning to use it preferentially -- alternate pinky keys are second nature to a clarinetist.
As a matter of fact, I'm not finding much need for the forked F -- just when going legato from F to Eb to C#, maybe.
