If you were playing professionally or for important engagements, then a back-up oboe, of concert quality, would be a necessity. But in your situation I would just get an extra top joint (plastic or resin would be useful, to use for playing in intemperate environmental conditions). For those times when you cannot afford to be without an instrument but yours has failed, then I would prevail upon a teacher, colleague, or music store rental to get you through. It does not make economic sense to me to own two student quality instruments.
During most of my professional career I had two excellent oboes, currently two Marigaux 2001 instruments, plus an extra top joint.
