I'm not an english horn expert, but I think that the 3rd octave key is a good idea. It makes the 3rd octave easier when you have a less than perfect reed.
WRT the low-B resonance key, I don't have one, but I don't know of any real drawbacks to it, other than It seems like it would raise the pitch of the low-B a little, which is good.
