I don't think playing experience is a prerequisite, but what would be is:
1. A good concept of an ideal embouchure, (For American style, flat chin, tight corners, little or no biting)
2. A good concept of air support (from the bottom only, no rising of shoulders)
3. A good tonal concept (I want to sound like THIS person, or THIS person)
4. A decent technique of all notes, and all ranges, from low Bb to high F (at least D)
Without all four of these set in stone, your reeds will forever be in a state of uncertainty, and you wouldn't necessarily have a good idea of what a good reed SHOULD feel like.
