Craig's system with the oil on a needle used to line the opening in the octave vents works for me as well. Although moisture will occasionally be present, it seems to fly right through the opening rather than sticking there and inhibiting the proper air flow. I have to repeat the procedure every few months.
If the repairperson cleaned the bore of your oboe, it might be that a very helpful track, created by condensation and saliva which had built up in your top joint, was cleaned away. I also suggest re-oiling the dry bore with an organic bore oil (such as Naylor's), let it sit overnight, and swab the residue off in the morning.
