Sorry for not reading your previous post detailed enough!
Which octave vent are we talking about here? I actually had such an occurence where it was actually the spring of my first octave key getting weak and thus the key not opening, not exactly the vent clogging, to my surprise! And this might be a possibility because it might not have been obvious before.
I do not know if beeswax is the best wax for an oboe vent (certainly for thread!), but who knows maybe your well-known shop did not do such a well-known job afterall! But who knows, it's very mysterious this clogging thing. I attended a concert by the period instrumentalists The European Brandenburg Ensemble under Trevor Pinnock here last week and the baroque oboes ACTUALLY HAVE THE SAME PROBLEM! Only now they were blowing towards the tone holes not the octave vents. (do they have any?)
Try letting the oboe dry after swab in the case open for a day or 2. Did you also ask to oil your oboe?
