that's for you to decide - it's your oboe, reed, mouth, and blowing system. Chances are though, that if the reed is well made, there shouldn't be any notes that are drastically out of tune. You *should* be able to play all the notes in tune however - they just might require some embouchure adjustment. If you have to bite and some notes still aren't in tune, then the reed needs more adjusting.
