There isn't really an optimum length - however from experience, players who use long-scraped reeds that *work* at around 70-71 mm tend to play the most in tune, and blend the best. If one can actually finish a reed longer than that, that's fine too, but any shorter than 69mm and the intonation is pretty much gone (regardless of pitch.)
"clear semitone" thing:
Usually that comes from the reed being out of balance. What causes this most often is that the reed is overall too hard, or the tip is too long in relation to the rest of the reed.
If the reed is too hard, thin the sides of the heart first - that usually cleans things up quite a bit. Then, thin only the edges of the tip. If it's still too hard, gradually move closer to the middle of the reed, until it is free enough.
If the tip is too long, well, clip it. Go slowly, and always loosen the reed first, and do small small clips.
