You have to have the linkage that runs down the right side of the top joint held down at the upper end to check the regulaton of the top joint main action - it's alright for us lot in the UK as most cors have dual system whereby the thumbplate holds this linkage (or 'con bar') down for Bb and C until the thumb is (usually) holding the thumbplate down.
On pure conservatoire instruments (as in your Fox) this linkage connects to RH finger 1 (linked from the bottom joint) for Bb and C, so it's only put into action as soon as you close RH 1, though both the vents are closed by LH 3 as well, and the upper (C) vent is closed by LH 2 - which can only be seen when the con bar is held down.
