TRy cutting a slightly larger than tone hole width piece of gum-free cigarette paper.
Starting at the bottom, place it under each pad and press moderately hard for a few seconds. Remove the paper and inspect it. Look for a circular oil mark on the paper.
If you find one, repeat with clean paper until you no longer get the oil stain.
Since you say it happens on both long fingering, c# and short fingering b and c, I suspect multiple cases where oil is in your corks.
If you go over the horn and do not find oiled pads, then look carefully at where you mechanism has connections between metal with thin cork insulating the connection points. Slip paper in between and repeat the 'looking for oil' process.
