I would say,take more wood of the sides of the reed,and make back a bit hevier,if you make widows,try not make them too thin.
The opening of the reed must be very good.On a closed reed high register never will sounds round.
Notes C, B and A should sit from the "up" in an other words don't squiz the reed with the leeps and play with throat opened andlips closed,but no biting.
Take a singing lesson or just sing octaves and look how you throat is working with the high notes and try to do same thing with an oboe.
Your air stream should be sastane and intensive while playing.Let the air go to the bottom of the instrument(bell)
