Since you're not (yet) settled on what brand of english horn to buy, I don't suggest buying a bocal, unless you think you can sell it again pretty easily (or unless money is not a problem). I think it's important that the bocal match the english horn.
That having been said, I've heard good things about all of the bocal makers that have been mentioned in earlier postings. You also might want to consider a Laubin bocal. I owned one for a long time and it seemed to do several good things (improving the high register and the tone overall) for the Loree english horns that I played.
I agree with cjwright, if you can find a Laubin e-horn it would certainly be worth trying. I'm very happy with mine :-). At the 2005 IDRS, Carolyn Hove said that you don't need to be as wary of older e-horns the way you would be for oboes. They just don't get played-out as quickly.
