Also, a common piece of advice given to those looking to buy a first oboe is to buy from a maker who specializes in oboes (Yamaha is the one exception to this rule that I know of).
Conn was a U.S. manufacturer of band instruments, mostly for the "student" market. They made everything from clarinets to saxes to flutes to trumpets to trombones. Their saxophones have the best reputation of all their instruments. Their clarinets are not all that good. I don't know about their oboes, but my guess would be that they weren't great.
Manufacturers who specialize in oboes (right off the top of my head) include Howarth, Loree, Fox, Rigoutat, Cabart, Fossati, and the "boutique" brands like Covey, Laubin, and Chudnow. There are more -- those are just the ones that came immediately to mind. Maybe others will add to this list.
As far as cheap oboes go, I keep reading good things about the Barrington brand, sold online by Woodwind and Brasswind.
Save your money for something that won't give you more trouble than it's worth..
