I'm wondering if your inability to hear a true pitch in your ear isn't more of a confidence thing rather than an ear thing. Since you do sing, and since that goes well for you, perhaps you could try a bit of an experiment. Sit with the tuner and sing your oboe music. See how close you can get to the correct pitch. If this goes well, then maybe you could do some oboe singing exercises.

Years ago, sitting in a college band (I was on clarinet back then), our conductor had us lay our instruments down and sing our parts. It was truly amazing how much that improved our performance.

If you're hearing the pitch in your head for singing (and you must in order to achieve it), then perhaps hearing that same pitch for your oboe is just a matter of substituting the sound of your own voice for the voice of the oboe. I have great faith that you can learn to sing with your oboe - and when you can do that, then you will begin to merge with your instrument. As it becomes a part of you, your voice will become the oboe's voice - and that is how great playing is achieved - the musician and the instrument become one.
