The best thing would probably be to find an in-tune piano, or perhaps better, an electric keyboard, as the tuning won't change. That way you are forcing your ear to match the oboe to the given pitch. Do long tones and make sure it is in tune from the very beginning to the end of the note.
If you do it with a tuner, make sure to practice long tones without looking at the tuner at first, and then occasionally glance at it, to check your pitch. Don't worry about making the needle right in the middle all the time - try to nail the pitch as close as possible (Without looking at the tuner) 95% of the time.
