 Beginner - D-Flat

My 12 year old has been playing the Oboe for 5 months. He practices daily for 25 minutes. He tells me that he is struggling with the "A-Flat concert scale" because he has trouble moving his pinky quickly enough from E-Flat to D-Flat. Did any of you go through this when you first started? Any recommendations for him?
