It would be better if you settled on your shaper first. The bed of your gouger should fit the diameter of your cane choice and that will be, to some extent, a function of the shaper you choose. If your cane is not a good match for the gouger bed the results will be inconsistent and unsatisfactory.
A narrow shape on large diameter cane will result in a small opening; likewise a wide shape on small diameter cane will result in a very wide opening. Neither is ideal for the best reeds.
I suggest you find a source of cane and experiment with different tips and cane diameters until you find the combination that works best for you. Then you can buy a gouger that fits your cane for best results.
