She *may* not have to pay the full international fee if she has EU citizenship - depending on the particular country's rules. Some may ask for a year or two's residency first, some may not. But yes, compared to US fees it's still comparatively cheap.

In terms of work afterwards: it will certainly be easier to get a job from the administrative point of view if she has EU citizenship. Whether having studied in the EU would make her sound the 'right' way for a particular orchestra is a bit of a piece-of-string question, I think. Personally I think the oboe sound in top orchestras is gradually getting more homogeneous anyway, across the world. (Especially to a non-oboist's ears, probably!)
