Mark, you're right, but that's not all.
I can say that in the National Capital Region in Canada, the mass population is really much more interested in hockey than arts, and the politicians at all levels know it. Still, we host the biggest chamber music fest in the world! Our opera only performs 2 works a year, but.....
Still, I think that politicians like to play the field in order to win elections and then just forget about everything. Any sense of "this is good for the soul" or what is good for the communal culture (no I don't mean communism!) simply does not apply.
I really don't know what it would take to change things. Politicians who actually dare address the issues for one, but even then.....
