Always check the 2nd octave hole is not blocked up.

Take the reed out and dissemble the top-joint. seal it with your fingers and at the bottom with a finger of your right-hand. Blow hard into the reed-well, and then flick the octave key. Did it bubble and fizz?
Now, holding the octave key open, blow across the hole as if it were a flute (this will clear the moisture away from the pad).
Reassemble, and try the note again. Any better?

Having said all that, it may well be that your octave vent needs a real cleaning, especially if you (or the previous owner) used a brush that does not go all the way up the instrument and out of the reed-well. Cleaning the vent is not a hard job but requires special tools. Go to an oboe repair guy to do this.
