Do you have more than one bocal? My Fox (the 520 -- the all-resin one) came with two bocals. One of them -- can't recall which one now -- is slightly better than the other one for high notes. But I also have this same experience with the high notes thinning out. I think it's just the way it is with English horns.

My teacher, who played a Loree, had a whole collection of bocals for just this issue. I personally decided not to fuss about it, since I play the instrument infrequently. But if you want to go that direction, you could try other bocals if you have a situation where stronger high notes is critical.
