If you don't already have it, I highly recommend buying Pat McFarland's Oboe Adjustment Guide. It's available from Forrests in Berkeley, CA for less than $20 Gives clear step by step instructions for adjusting each key (with pictures) Everytime I take screwdriver to instrument I refer to it. So as Chris says, if the pad is ok then for the most part a tweak of the F res key screw will fix your low C voicing problem. Never hurts to oil the rod. That could be part & parcel of the fix as well.
