Assuming you're not playing on too hard a reed...
When you test each pad, make sure you use a piece of cigarette paper than is narrow enough, say 2 mm or so. I also know people who like shiny teflon, or strips from old cassette tapes glued to the ends of kebab sticks.
Test each major pad at least in 4 places. Just because a pad hits on one side does not mean that it will hit on the others. Pads dry out, warp a bit, and consequentially don't always fall flat.
If you really want to isolate the problem, go to the hardware store or hobby shop, buy up a bunch of rubber stoppers, and start stripping off all the keys and putting in the stoppers.
