I have the Boosey & Hawkes edition and I noticed that the half note that is printed there is larger than the notes generally used for the metronome markings--as if it were itself a "correction" of the earlier edition. What if it were originally a quarter note, and the Boosey editors thought that was too slow?
A half note = 76 would correspond to a quarter = 152, which would work out to a dotted half = 50. That would actually not be a bad tempo for dancing the minuet--but it is hard to imagine the Boosey editors being so perverse with their markings.
Edit: On the other hand, minuet #21 in the Boosey edition seems to have the "original" metronome marking, with dotted half = 72. So dotted half = 76 is certainly within the realm of what Barret thought reasonable for a minuet.
